The national income, or Gross Domestic Product (GDP) of Uganda, in 2024/25 is predicted to be equivalent to about 61 billion US Dollars and about 22 per cent of this national income will be spent by all layers of government in providing public services and public benefit to the population. This includes health, education, roads, national defense, public and environmental protection, the administration of justice and much more. The expenditure of such a huge amount of money needs to be managed well. This module looks at the scope of public sector management, the different forms of public sectors, the role of central and local government is service delivery and how decisions are made in the public sector. We look at how the public sector in Uganda has been reformed, moving from traditional to more modern forms of service delivery, as well as contemporary issues that public sector management faces in a changing world.
